Legal Immigration to Italy 2026–2028: Quota Routes and the Ones That Skip the Queue

Verification notice: figures checked on 22 August 2026. Click-day dates are fixed by a separate ministerial decree each year and can move by weeks. Track the Italian Interior Ministry portal directly.

Italy in 2026: a quota system, and that changes everything

Italy differs from Germany, Spain and France on one decisive point: most of its work visas are governed by an annual numerical quota that is exhausted in minutes.

That makes timing not an administrative detail but the route itself. Someone who starts assembling a file in March has already missed the entire year.

What is actually new:

The 2026–2028 Flows Decree was published in the Official Gazette on 15 October 2025 and authorises 497,550 entry permits across three years: 164,850 for 2026, 165,850 for 2027 and 166,850 for 2028. Across the triennium, 230,550 are for non-seasonal employed and self-employed work, and 267,000 for seasonal work in agriculture and tourism.

The 2026 click days have already passed: 12 January (seasonal agricultural), 9 February (seasonal tourism), 16 February (non-seasonal employed work, form B2020) and 18 February (domestic and care work, form A-bis). Submission technically remains open until 31 December 2026, but quotas are exhausted within the opening minutes.

What that means if you are reading this in August 2026: your realistic entry point is the 2027 cycle. Pre-registration (precompilazione) normally opens the preceding autumn — it was 23 October last cycle — with click days in January or February 2027. There is enough time to line up an employer and a complete file, provided you start now.

Or bypass the quotas entirely through the routes that are not subject to them: digital nomad, investor and elective residence. Those deserve your attention first.

The main legal routes

1) Digital Nomad Visa — Visto per Nomadi Digitali ⭐ outside the quotas

In force since 4 April 2024, and its decisive advantage is that it is not subject to the Flows Decree quotas at all — you apply whenever you are ready, with no click day to wait for.

After five continuous years you become eligible for EU long-term residence.

Procedural warning: some consulates require the foreign employer to have been registered and trading for a set period, and to evidence social-security compliance in its own country. Request the document list from your specific consulate — variation between posts is wider on this route than on any other.

2) Employer-sponsored work under the Flows Decree — Lavoro Subordinato

The mainstream route, and the hardest to time.

The full sequence:

1. An Italian employer files for a Nulla Osta — the work authorisation — through the Interior Ministry's ALI portal.
2. They pre-complete the application during the autumn window, then transmit it the instant the system opens on click day.
3. On approval the Nulla Osta is issued by the Sportello Unico per l'Immigrazione.
4. You apply for the visa at the Italian consulate in your country within the stated deadline.
5. After arrival: apply for the permesso di soggiorno within 8 days, via a post office and then the Questura.

The overlooked detail that eliminates applications: files that have not completed every pre-registration stage — including data validation and final save — cannot be transmitted at all on click day. An application sitting in "to complete" or "to validate" status is out of the race before it starts.

3) Investor Visa ⭐ outside the quotas

Granted for two years and renewed for three. The procedural advantage is that the investment is made after the visa is granted, not before: you first obtain an electronic Nulla Osta, then transfer the funds within three months of entry.

4) Elective Residence — Residenza Elettiva ⭐ outside the quotas

For retirees and holders of stable passive income. The indicative minimum is around EUR 31,000 a year for a single applicant and close to EUR 38,000 for a couple, with secured accommodation in Italy.

The constraint: it permits no work of any kind, local or remote. Income must be entirely passive — pension, rent, investment returns.

5) Self-employment — Lavoro Autonomo

A real route, but subject to the quotas under the Flows Decree, with a much smaller allocation than employed work. Most people considering self-employment find the digital nomad route faster and less risky. Before choosing, compare the cost of living in Milan against your expected income and review which occupations are in demand in Italy.

Country-specific requirements

🇬🇭 Ghana — applying in Accra

• Application centre: VFS Global in Accra receives Italian visa applications. Book early; national-visa slots are far scarcer than Schengen ones.
• Police certificate: Police Clearance Certificate from the CID at Ghana Police headquarters, international-use format.
• Legalisation: notary → Ministry of Foreign Affairs and Regional Integration → Italian embassy consular section. Check Ghana's current standing in the Apostille Convention register first; sources conflict and the two paths differ by weeks and fees.
• Academic documents: Italy requires a Dichiarazione di Valore from the consulate, or alternatively a CIMEA statement of comparability. CIMEA is usually faster and simpler, but confirm your consulate accepts it before paying.
• Translation: certified translation into Italian with consular endorsement (traduzione giurata).

🇰🇪 Kenya — applying in Nairobi

• Application centre: VFS Global Nairobi.
• Police certificate: Certificate of Good Conduct from the DCI via eCitizen, with fingerprints.
• Bank statement rules: six months, stamped by the branch, with a formal covering letter stating the balance and account number. On the digital nomad route in particular, the consulate is looking for regular income rather than a large one-off balance — your client contracts and invoices matter as much as the statement.
• Degree recognition: KNQA and CUE domestically, then the Ministry of Foreign Affairs and Diaspora Affairs, then either the Dichiarazione di Valore from the Italian consulate or a CIMEA statement.
• Regulated professions — nursing, engineering, teaching — need separate professional recognition from the competent Italian ministry.

🇦🇪 United Arab Emirates — applying from your country of residence

• Consular jurisdiction: your UAE residence permit must be valid for long enough beyond your intended travel date, commonly three to six months. Otherwise you are referred to the consulate of your country of nationality.
• No-objection certificate: employer letter with job title, salary, start date and consent to travel; self-employed applicants substitute the trade licence.
• Bank evidence: six months of stamped UAE bank statements plus a salary certificate.
• Attestation: UAE MOFA then the Italian consulate. Degrees issued inside the UAE need Ministry of Higher Education attestation first.
• A practical advantage: many UAE residents already work remotely for entities outside the country, which makes the digital nomad route a better fit than waiting for a click day.

🇳🇿 New Zealand — skipping the quotas is the strategy

• Short stays: visa-free for 90 days in any 180.
• The hard limit: unlike Germany, Italy does not allow visa-free entry to be converted into residence from inside the country. The national (D) visa must be obtained abroad before travel, with no practical exception.
• The sensible strategy: the quota route is not realistic for a New Zealand applicant without an Italian employer committed to the click-day process. The quota-free routes — digital nomad, elective residence, investor — are the ones worth pursuing.
• Apostille: documents are legalised with a single apostille from the Department of Internal Affairs, then sworn-translated into Italian.
• Working Holiday: available at ages 18–30 under an annual quota, and a good way to test the market before committing.
• EES: fully operational at all Schengen borders since 10 April 2026.

After arrival: two things not to delay

1. Residence permit within 8 days: file at a post office displaying the Sportello Amico sign, then attend fingerprinting at the Questura. Missing the deadline complicates your legal position.
2. Tax code (Codice Fiscale): from the Agenzia delle Entrate. Without it you cannot rent, open a bank account or sign an employment contract. Get it in your first week.
