Legal Immigration to France in 2026: The Talent Permit, the Blue Card and the Graduate Route

France in 2026: the threshold went down, which is rare
While Germany raised its Blue Card floor and Spain raised its nomad threshold, France moved the other way.
A ministerial order of 29 August 2025 fixed the Talent — qualified employee threshold at EUR 39,582 gross per year, about EUR 3,298 a month, a fall of roughly 8% on the previous level. The methodology matters more than the number: the threshold is now decoupled from the minimum wage and pegged to a fixed average reference salary, so it no longer climbs automatically every January as Germany's does.
The qualification bar also dropped. A diploma equivalent to three years of higher education now suffices, rather than a master's specifically.
Together those two changes make France the most accessible of the four destinations for graduates on mid-range salaries — a position it did not hold two years ago.
A second advantage applies to graduates: anyone who earns a higher degree from a French institution becomes eligible for citizenship after two years of residence instead of five. Nothing comparable exists in Germany, Spain or Italy.
The main legal routes
1) The Talent permit — Carte de Séjour Pluriannuelle « Talent »
Restructured by the law of 26 January 2024, this is the umbrella covering most skilled routes.

Why this permit specifically:
- Valid for up to four years on a single document — no annual renewal, no yearly queue at the préfecture.
- Completely exempt from the labour-market test — your employer need not prove no French or EU candidate was available.
- A "Talent — famille" card for your spouse and minor children, for the same duration and with immediate full work rights, with no separate permit.
A note on the French Blue Card: its threshold (EUR 59,373) is far higher than Germany's (EUR 50,700). Anyone comparing the two countries on a salary between those figures will find the French Talent — qualified employee permit at EUR 39,582 to be the easier door, not the Blue Card.
2) Post-study permit — APS / RECE
The job-search or business-creation permit (recherche d'emploi ou création d'entreprise), commonly abbreviated APS.

The permit explicitly covers starting a business, so you may incorporate (SAS or SARL) or register as an auto-entrepreneur during the year. Once you hold a contract meeting the Talent threshold, you convert from inside France without leaving.
3) Standard work visa — Salarié / Travailleur Temporaire
For contracts below the Talent threshold. Subject to the labour-market test, unless the occupation appears on the shortage list (métiers en tension), which is updated periodically and dominated by construction, hospitality, health and technical trades. The employer initiates the procedure through the government platform. 4) Study, then work — and the shortest path to citizenship
Studying in France puts you on the smoothest route available: student permit → APS for a year → Talent permit → citizenship after two years of residence by virtue of the French degree. For applicants from Ghana and Kenya, this route runs compulsorily through the Campus France / Études en France procedure before the visa.

🇬🇭 Ghana — applying in Accra
- The online path: everything begins on the official France-Visas portal, after which you book an appointment at VFS Global in Accra to submit documents and biometrics.
- Police certificate: Police Clearance Certificate from the CID at Ghana Police headquarters, in international-use format, typically two to four weeks.
- Legalisation: notary → Ministry of Foreign Affairs and Regional Integration → French embassy consular section. Check Ghana's current standing in the Apostille Convention register first; available sources conflict.
- Translation: certified translation into French by a traducteur assermenté recognised by the embassy.
- For students: the Études en France procedure through Campus France Ghana is mandatory and precedes the visa application. Skipping it means your file is rejected on form, however strong your university offer.
🇰🇪 Kenya — applying in Nairobi
- Application centre: VFS Global Nairobi, after completing the file on France-Visas.
- Police certificate: Certificate of Good Conduct from the DCI via eCitizen, with fingerprints.
- Bank statement rules: six months, stamped by the branch, with a formal covering letter. On the Talent route the French employment contract is the decisive document and the statement merely supports it; on the study route the statement and the financial undertaking (attestation de prise en charge) are the foundation.
- Degree authentication: KNQA and CUE, then the Ministry of Foreign Affairs and Diaspora Affairs. For recognition in France, an ENIC-NARIC France attestation is usually requested.
- Regulated professions — medicine, nursing, pharmacy — require separate recognition from the competent French ministry, a long process best begun early.
🇦🇪 United Arab Emirates — applying from your country of residence
- Consular jurisdiction: apply through VFS Global in Dubai or Abu Dhabi, provided your UAE residence permit is valid for long enough beyond your intended travel date, commonly three to six months.
- No-objection certificate: an employer letter on letterhead stating job title, salary, start date and consent to travel; self-employed applicants substitute the trade licence and memorandum of association.
- Bank evidence: six months of stamped UAE bank statements plus a salary certificate. Regularity matters more than the closing balance.
- Attestation: UAE MOFA then the French consulate; degrees issued inside the UAE need Ministry of Higher Education attestation first.
- A professional caveat: many UAE-based professionals earn well above the EUR 39,582 threshold, but French salaries are negotiated gross, before high income tax and social contributions. Compare net figures, not gross, before deciding.
🇳🇿 New Zealand — a short-stay exemption that does not extend
- Short stays: visa-free for 90 days in any 180.
- The hard limit: unlike Germany, France does not allow visa-free entry to be converted into residence from inside the country. The long-stay VLS-TS must be obtained from New Zealand before travel. Arriving first and attempting to regularise afterwards is a dead end in practice.
- Apostille: documents are legalised with a single apostille from the Department of Internal Affairs, then sworn-translated into French.
- Working Holiday: available at ages 18–30 for up to twelve months, and a sound way to test the market and find a contract that later meets the Talent threshold.
- EES: fully operational at Schengen borders since 10 April 2026, and the 90-day count is now automatic and exact.
After arrival: validate the visa within 3 months
A VLS-TS visa is not a residence permit until you validate it online with the French Office for Immigration and Integration (OFII) within three months of entry, paying the tax stamp.
This is the step new arrivals most often overlook, and the consequence of overlooking it is that your stay becomes irregular despite holding a visa that is valid on paper. Do it in your first week.
